The client needs to get a bid for scrapping and painting but doing this work in the winter months doesn’t work. The lender will need to escrow the funds and the work will get completed when the temperature gets warmer. Fortunately the work will be under $5,000 which most lenders will allow. Bids for work such as this need to be done by licensed contractors and the work cannot be done by the homeowner
